I guess the best way to describe a Mulcher would be to imagine what I have just said about a Shredder and then think of the output as being smaller and more processed.  Specific mulchers grind and slice the waste bushes, plants, leaves and flowers down further than a shredder can and allow a better a quicker mulch to be produced.
